Earlier this year the United Arab Emirates claims to have created rainfall in its usually rainless deserts by using ionizers the shoot charged particles into the air.

If the UAB is capable of this, who is to say that other technologically advanced countries do not have the same capabilities.

It is well known that many countries have other techniques for weather manipulation. In the 1975 the US and Canada signed an agreement regulating the use thereof ( http://untreaty.un.org/unts/1_60000/27/20/00052955.pdf ), and the UN followed suit in 1976 with a treaty focused on the manipulation of weather as an act of war ( http://www.scribd.com/doc/3436120/UN-1976-Weather-Weapon-Treaty ).

It seems odd to me that the UAB would be on the cutting edge of weather manipulation technology. True they have a more dire need of it than most countries considering their geography, however it seems like many other countries are more advanced than them in science.

This raises the question: If other countries have technology similar to the UAB, then why haven't they reported using it?

The heat wave in the United States right now is striking for a number of reasons, longevity, intensity, range, etc. Many blame this on the scientific hypothesis of global warming, or climate change. This is an extremely complex viewpoint based on thousands if not millions of variables and data points, that would require several years of future research to determine accurately. We can stand in the 105 degree heat right now and scream global warming, but we truly have no clue what the temperature next summer will be, it is impossible to predict, the amount of variables is too vast.

For me, living in the Midwest, the temperature is not what gets me. These temperatures are only slightly higher than normal, I have seen deviations like this before. What strikes me is the lack of rainfall. Here in big corn country only a huge drought really gets us. Corn is a C4 carbon fixation plant, which means that is extremely water efficient and handles heat very well. However our corn crops are shriveling up and farmers are having to give up fields in order to reap the highest yield possible.

What if this drought is the product of weather manipulation warfare?

Why can't the U.S. use weather manipulation to combat it?
